In Memory: Gary Effron   

It is with great sadness that we inform you of the passing of the Virginia Diabetes Council Treasurer, Dr. Gary Effron. Gary passed away on Friday, December 8, 2017. Gary is survived by his fiancé Sharon, his children Jordan, Rebecca, and Arielle.

Gary was an early member of the Virginia Diabetes Council (VDC). He served on the Board of Directors as Treasurer for many years. He was a passionate board member who was focused on our mission and vision. His thoughtful comments, provided significant insight into the development of the organization’s operations plan. His willingness and enthusiasm has guided the Board as we have grown. Gary will be sorely missed.   

In addition to his leadership in the Virginia Diabetes Council, he established the Commonwealth Podiatry Associates, was Past President of the Virginia Podiatric Medical Association, and was Co-Chair of the Ways and Means Committee of the Congregation Or Atid in Glen Allen, Virginia.

His family requested that contributions in his memory be made to the Virginia Diabetes Council. Please visit our Donations page. is a website of local community resources for individuals with diabetes, caregivers, healthcare professionals, case managers, and social workers. The VDC is using as its source for local diabetes resources and services. If you provide a service or know of a local community resource please add it to We will be using this website for our PSA' s and therefore want to ensure that all DSME information is current.

Diabetes Prevention
The CDC’s National Diabetes Prevention Program, invites you to attend the Transitioning to the 2018 DPRP Standards webinar on January 16, 2018 from 2:00 p.m. to 3:30 p.m. The purpose of this webinar is to help you better understand the changes between the 2015 and the new 2018 Diabetes Prevention Recognition Program Standards and Operating Procedures, and how to make that transition.

Diabetes Self-Management Education Services

The DSME Workgroup will host a conference call on Monday, January 8, from 12 - 1 PM to provide updates on mentoring program and share TV and radio marketing program presently being run in Richmond and Norfolk. We encourage you to join this workgroup. Contact Executive Director Alexa Painter at for more information.

Diabetes Self-Management Education and Support Marketing Program Begins January 1

The VDC has enlisted the help of two marketing groups to promote DSMES in the Richmond and Tidewater are of Virginia.  In Richmond television commercials on Channel 12 will air from January 1 - 31 promoting DSMES and diabetes educators. In the Tidewater region the VDC is using the radio as a means of marketing DSMES Individuals will be asked to go to to find a diabetes education program in their area. 
Over the next few months the VDC hopes to work with local DSMES providers to determine if the ads campaign improved individuals awareness and referrals to DSMES program.  If you have a program in these viewing and listening areas were effective. , please ask your patients where they heard about your program.  We will also be evaluating hits on the website.
, the VDC asks the same of all DSMES programs to begin to track how clients heard about your program.  It is our hope that this will be the beginning of an ongoing media campaign.
The VDC will also be providing ads on the internet promoting DSMES, this program will start mid January and in March a Facebook campaign will be launched.   

Medicaid Coverage of DSME and Training Part 1: Obtaining Coverage 

Webinar Summary:

Forty-one states and the District of Columbia require private health insurance policies to cover DSME/T, but only 25 states require such coverage for all or nearly all Medicaid beneficiaries; Virginia does not require coverage.  Populations with the greatest diabetes burden are significantly more likely to have Medicaid coverage than private insurance coverage.  The National Center for Chronic Disease Prevention and Health Promotion (CDC) supports DSME through increasing access, participation, and reimbursement for ADA/AADE programs, securing Medicaid coverage for states that do not have it, and supporting MCO’s and fee-for-service providers that offer another form of diabetes self-management. State specific examples were provided by Colorado (coverage since July 2015) and Mississippi (coverage since February 2016). Both CO and MS established administrative codes for DSME coverage.  CMS provided an overview of how states can design the DSME/T benefit based on where it would fit within the state’s Medicaid Plan, who can bill for the service, and limits on hours that can be billed.  Other considerations may be given to those states that have managed care.  Attention should be given to the quality measures to determine where the program aligns.

Last week, we all read media reports that the Centers for Disease Control and Prevention has been instructed to change the language used to describe its work in support of the public’s health. And soon, the president will sign into law a bill that weakens the Affordable Care Act. These are all threats to creating the healthiest nation in one generation.
